Despite the international recognition of Ukrainian plastic surgery, the dynamic development of this area and the ever-increasing number of services offered by reconstructive and aesthetic surgery, the legalization of plastic surgery was ignored until recently.

And only a few days ago, at a special round table as part of the representatives of the "Ukrainian Society of Aesthetic Plastic Surgeons" (USAPS), Deputy Chairman of the Verkhovna Rada Committee on Health Protection Irina Sysoenko, Deputy Minister of Health Oleksandr Linchevsky and lawyers managed to reach this fundamental decision and support the profile committee of the Verkhovna Rada in settling the relevant documents.

Profession "plastic surgeon": what will change the recognition from the Ministry of Health of Ukraine

Specialists explained why it is so important that the Ministry of Health of Ukraine legalize plastic surgery.

Deputy Chairperson of the Verkhovna Rada Committee on Health Protection Irina Sysoenko:

"There is no need to explain how important it is to create legislative and regulatory conditions in order to be able to form and develop such areas as plastic surgery, reconstructive and aesthetic surgery, which is actively evolving today. The colossal potential of our doctors must be channeled into a clear legislative direction. This applies both to the legal protection of patients and their safety, and the ability of our doctors to receive quality education in Ukraine.

It is necessary to attract international specialists for advanced training, conduct statistical research, develop clear professional criteria for surgeons and the principles of their responsibility, and much more.

Plastic surgery — this is not always a luxury: during serious hostilities, people get a lot of injuries that require plastic reconstructive surgery. We also understand that Ukraine – a country that has the potential to develop medical tourism specifically in plastic surgery, and this is a strategically very important and potentially promising direction. And here it is very important to form reputational capital.

President of USAPS, MD, Professor Vasily Khrapach:

"At the working meeting, we analyzed the documents previously submitted for approval to the Ministry of Health of Ukraine, and focused on the irrelevance of a number of fundamental provisions, for example, those relating to qualification requirements for a specialty, the inefficiency of the principles of education, and so on. Therefore, in order to quickly coordinate these documents, we created a working group of lawyers who work specifically in the field of plastic surgery and leading specialists. And in the near future this most important document will be finally agreed upon.

One of the initiators of the "legalization" process profession, surgeon, member of the board of directors of USAPS, Ph.D. Sci., National Secretary in Ukraine of the International Association of Plastic Surgeons ISAPS  Pavlo Denyshchuk commented on why the recognition of the profession "plastic surgeon" by the Ministry of Health of Ukraine is so important:

"Now we are actively cooperating with foreign institutions in order to adopt the effective experience of Western colleagues as soon as possible, thanks to close contact with international organizations.

ISAPS provides significant support to our specialists, we have the opportunity to get access to the most effective developments, both in the legal field of the regulation of this area, and in the professional requirements and standards of plastic surgery. ISAPS also supports holding international conferences in Ukraine with the participation of leading world experts who share their experience with Ukrainian colleagues, such as the ICAMPS International Congress, which was recently held in Kyiv.

It is noteworthy that if earlier our specialists traveled abroad for such events, doctors from 14 countries of the world came to the last congress to listen to international experts! And at the same time, the profession did not officially exist in Ukraine.
