During 2014, a large number of regional tenders in the field of medicine did not take place. Such a phenomenon – the reason that this year one third of the necessary medicines and equipment will not be received by hospitals. According to the monitoring results, 36% of regional procurements did not take place.
The reason for these conclusions was the results of monitoring procurements in the healthcare sector in Kherson, Volyn, Zaporozhye and Chernihiv regions, which were announced by Gleb Kanevsky, an expert at the Center for Political Situations and Analytics.
Kanevsky said that the monitoring took place on the territory of four regions, the location of which makes it possible to analyze the situation on the territory of Ukraine – both in the western and eastern regions.
The data received was rather disappointing. Thus, out of 181 purchases planned for 2014, contracts for the supply of medicines were concluded only for 115. Thus, it is clear that 36% of regional purchases at the expense of the local budget were disrupted.
Gleb Kanevsky argues that the disruption of procurement occurred due to the submission of less than two proposals, as well as due to violation of the law.
The worst results, according to monitoring data, were shown by Kherson region, where 48% of purchases did not take place.
